(CNN) -- Air pollution in China has gotten so bad lately that one environmentalist's wacky idea for a solution doesn't seem all that far-fetched: putting clean air in a can.


Last week, when a thick gray haze blanketed Beijing and several other Chinese cities, sending kids to the hospital, grounding planes and causing the government to order cars off the road, Chen Guangbiao took to the streets in Beijing to hand out yellow and green cans of smog-free, non-carcinogenic air.


"Free fresh air. Open it and drink it and breathe it!" the Guardian quoted the multimillionaire and national celeb as saying. "It keeps you fresh the whole day!"


Ego aside (the bright cans feature an image of Chen's face and the words "Chen Guangbio is a good man" on them), the clever, political stunt is just the sort of thing that China needs these days. Such creative and public protests should help push forward much-needed national reforms to combat air pollution in the country.


A "Clean Air Act" for China is long overdue.

And the recent "air-pocalypse," as the suffocating air pollution that hung over several Chinese cities in January has been termed, should be more than enough proof of that.


The pollution during the 2013 Great Smog of China was so thick last month that it was visible from space (from space!). Breathing in Beijing was "akin to living in a smoking lounge," according to an analysis from Bloomberg. Air quality readings literally were off the charts. An index reading below about 50 is considered healthy. Readings for Beijing in January hit 500, the top of the index, and went higher than 700, according to the U.S. Embassy.


"The air has this kind of greenish-gray pallor to it. And it smells like you're standing next to a chemical plant, really chlorine-y," said David Pettit, a senior attorney at the Natural Resources Defense Council, an environmental group. "It's an awesomely bad smell."
















He was telling me about Beijing air on a normal day.


"I'm standing outside my office building but am unable to see its top," one Beijing resident said, according to China's state news agency, Xinhua.


"The new normal in Beijing is sending your kids to school wearing gas masks ..." Christina Larson wrote in Bloomberg Businessweek.


Fixing China's air pollution is not just about the country's image or economy, although those certainly suffer because of smog, too. It's about the right of all humans to walk outside and breathe in air that won't choke them or make them sick.


The AFP reports hospital visits for respiratory problems were up 20% during the air-pocalypse. Last year, small particle air pollution, called PM2.5, in four major Chinese cities resulted in 8,572 premature deaths, according to a December study by Greenpeace East Asia and Peking University's School of Public Health.


Similar deaths can and should be prevented.


And I'm optimistic they will be. For several reasons.


The first is history. It wasn't all that long ago, in 1952, that the "Great Smog" covered London in gray, sooty pollution, resulting in an estimated 4,000 premature deaths.



The government reacted by passing sweeping reforms.


Now London is known for its real fog, not smog.


Air pollution in Los Angeles was handled in a similar fashion.


After the city's car culture created a smog problem, scientists started researching protective helmets to protect people. Others wore gas masks. But, eventually the government took action to reduce the pollution. California led the way for the nation, and in 1963, the United States passed the Clean Air Act.


That law is credited with preventing 205,000 premature deaths, 843,000 asthma attacks and 18 million child respiratory illnesses in 1990, based on the first 20 years of the law.


These changes took time. And it's unfortunate that things had to get bad before they could get better. But China, like others, is finally realizing that its air really is that bad.


Its own people are calling for the change and more vigorously than before.


More than 200 students at a Beijing high school school signed a petition asking the city to "amend air quality regulations and take specific emergency measures," according to Calum MacLeod from USA Today. And on Weibo, China's version of Twitter, Pan Shiyi, a real estate magnate, called for the country to adopt its own Clean Air Act. When he posed the idea to his 14 million Weibo followers in an online poll, nearly all of the 50,000-some people who responded said they supported that type of national legislation.


Maybe that's just one man's social media feed. But there's a history of this kind of thing working in China. In 2011, Pan successfully used his online network to press Beijing authorities to report more smog data, according to the Wall Street Journal's China blog.


It's clear the government has taken notice this time as well. Beijing implemented several emergency measures to curb smog. State media is talking about the pollution.


After speaking with a few experts, it seems clear what needs to be done: China has to reduce its reliance on coal, increase renewable energy, regulate the amount of smog-causing sulfur that can go into its diesel fuel and increase vehicle efficiency.


"It's not rocket science," said Pettit, from NRDC.


There will, of course, be costs and significant challenges. China burns "nearly as much coal as the rest of the world combined," according to a recent report from the U.S. Energy Information Administration. Beijing catches so much of the pollution from coal-burning power plants because it sits at the center of a ring of mountains, which help trap the smog. Throw a bunch more cars into the mix, 13 million of them were sold in China last year, according to IHS Automotive and the problems start compounding.


Fixes may be expensive, but the United States has made the compelling case that the costs of enforcing clean air regulations are offset by gains in health and worker productivity. China, which does have some air quality regulations, already seems to be realizing this. The country on Wednesday announced stricter fuel standards that go into effect by the end of 2014 for diesel and 2017 for gas, according to the Financial Times. An environmental official, Wu Xiaoqing, also told state media this week that "China will formulate regulations, standards and policies to reduce air pollutants and control coal burning."


The energy industry estimates it will costs billions for China to meet tougher fuel standards. It may be up to people like the artist Ai Weiwei, who posed in a photo wearing a gas mask, and Chen, the man who's peddling cans of clean air, to ensure that the public and the government see that clean air is worth the cost.


"I want to tell mayors, county chiefs and heads of big companies: Don't just chase GDP growth, don't chase the biggest profits at the expense of our children and grandchildren, and at the cost of sacrificing our ecological environment," Chen told Reuters.


If Chinese leaders don't want to drink air from a can, they should listen.

Horsemeat scandal spreads as French retailers pull foods






PARIS: The Europe-wide scandal over horsemeat sold as beef spread Sunday as six French retailers pulled products from their shelves and France promised to have the results of an urgent inquiry within days.

A senior British lawmaker meanwhile upped the stakes by calling for a temporary ban on importing EU meat, as a French minister suggested London was threatening food safety standards by pushing for EU budget cuts.

Several ranges of prepared food have been withdrawn in Britain, France and Sweden after it emerged that frozen food companies had been using horsemeat -- traced back to Romania -- instead of beef in making lasagnes and other pasta dishes, shepherd's pies and moussakas.

Frozen food giant Findus has lodged a legal complaint in France after evidence showed the presence of horsemeat in its supply chain "was not accidental", while a French meat-processing firm has said it will sue its Romanian supplier.

Highlighting the complexity of European food supply chains, the meat has been traced back from France through Cyprus and The Netherlands to Romanian abattoirs. Romanian officials have also announced an urgent inquiry.

French retailers Auchan, Casino, Carrefour, Cora, Monoprix and Picard announced Sunday they were withdrawing products provided by Findus and French producer Comigel over the horsemeat concerns.

In a statement through the FCD retail association, the retailers said the withdrawal was the result of "labelling non-compliance in regards to the nature of the meat" in the products.

Consumer Affairs Minister Benoit Hamon said French authorities would have the preliminary results of their inquiry into the scandal by Wednesday.

Hamon also told Le Parisien newspaper authorities "will not hesitate" to take legal action if there is evidence that companies were knowingly duping consumers.

In Britain, where tests found that some frozen ready meals produced in mainland Europe and labelled as processed beef actually contained up to 100 percent horsemeat, pressure was mounting for the government to take action.

Anne McIntosh, the head of the British parliament's food affairs scrutiny panel, called for a temporary ban on all EU meat imports.

"I believe there should be a moratorium on the movement of all meat until such time as we can trace the source of the contamination and until we can establish whether there has been fraud," she said on BBC television.

The scandal has had particular resonance in Britain, where eating horsemeat is considered taboo. British authorities have also said they are testing to see whether the horsemeat contains a veterinary drug that can be dangerous to humans.

The Findus meals were assembled by Comigel using meat that was provided by Spanghero, a meat-processing company also based in France. Comigel supplies products to companies in 16 European countries.

Spanghero in turn is said to have obtained the meat from Romania via a Cypriot dealer who had subcontracted the deal to a trader in The Netherlands.

Hamon defended France's food safety checks, saying the system relies on producers and importers to properly identify their meat.

"I can't put an official behind every piece of meat," Hamon said.

He also took a sideswipe at Britain for seeking cuts in the European Union budget, saying reduced spending would affect food safety checks.

"The British are just returning from Brussels where they defended a liberal budget that tends to reduce food safety checks," he said.

Romania's agriculture ministry has said it would launch an inquiry into shipments of meat to France, but on Sunday Romanian food industry officials pointed the finger of blame at the French meat importer.

"I find it hard to believe that a Romanian abattoir could have delivered horsemeat that was labelled beef" because of the controls in place, Dragos Frumoso, the head of Romania's food industry union, told AFP.

Frumoso said it was up to the French importer to verify the quality of the meat it received.

"If it did not make any protest when it received the meat to say that it was horse and not beef, then either it was an accomplice to the Romanian producer or it changed the labels afterwards," Frumoso said.

New Yorkers tell of hours stranded on snowy roads

FARMINGVILLE, N.Y. Stranded for hours on a snow-covered road, Priscilla Arena prayed, took out a sheet of loose-leaf paper and wrote what she thought might be her last words to her husband and children.

She told her 9 1/2-year-old daughter, Sophia, she was "picture-perfect beautiful." And she advised her 5 ?-year-old son, John: "Remember all the things that mommy taught you. Never say you hate someone you love. Take pride in the things you do, especially your family. ... Don't get angry at the small things; it's a waste of precious time and energy. Realize that all people are different, but most people are good. "

"My love will never die — remember, always," she added.

Arena, who was rescued in an Army canvas truck after about 12 hours, was one of hundreds of drivers who spent a fearful, chilly night stuck on highways in a blizzard that plastered New York's Long Island with more than 30 inches of snow, its ferocity taking many by surprise despite warnings to stay off the roads.

Even plows were mired in the snow or blocked by stuck cars, so emergency workers had to resort to snowmobiles to try to reach motorists. Four-wheel-drive vehicles, tractor-trailers and a couple of ambulances could be seen stranded along the roadway and ramps of the Long Island Expressway. Stuck drivers peeked out from time to time, running their cars intermittently to warm up as they waited for help.

With many still stranded hours after the snow stopped, Gov. Andrew Cuomo urged other communities to send plows to help dig out in eastern Long Island, which took the state's hardest hit by far in the massive Northeast storm.

In Connecticut, where the storm dumped more than 3 feet of snow in some places, the National Guard rescued about 90 stranded motorists, taking a few to hospitals with hypothermia.

Powerful blizzard descends on Northeast



The scenes came almost exactly two years after a blizzard marooned at least 1,500 cars and buses on Chicago's iconic Lake Shore Drive, leaving hundreds of people shivering in their vehicles for as long as 12 hours and questioning why the city didn't close the crucial thoroughfare earlier.

Cuomo and other officials were similarly asked why they didn't act to shut down major highways in Long Island in advance of the storm, especially given the sprawling area's reputation for gridlock. The expressway is often called "the world's longest parking lot."

"The snow just swallowed them up. It came down so hard and so fast," explained Suffolk County Executive Steven Bellone.

"That's not an easy call," added Cuomo, who noted that people wanted to get home and that officials had warned them to take precautions because the worst of the snow could start by the evening rush hour. Flashing highway signs underscored the message ahead of time: "Heavy Snow Expected. Avoid PM Travel!"

"People need to act responsibly in these situations," Cuomo said.

But many workers didn't have the option of taking off early Friday, Arena noted. The 41-year-old sales account manager headed home from an optical supply business in Ronkonkoma around 4 p.m. She soon found her SUV stuck along a road in nearby Farmingville.

"Even though we would dig ourselves out and push forward, the snow kept piling, and therefore we all got stuck, all of us," she recalled later at Brookhaven Town Hall, where several dozen stranded motorists were taken after being rescued. Many others opted to stay with their cars.

Getting travel back to normal after blizzard




Richard Ebbrecht left his Brooklyn chiropractic office around 3 p.m. for his home in Middle Island, about 60 miles away, calculating that he could make the drive home before the worst of the blizzard set in. He was wrong.

As the snow came rushing down faster than he'd foreseen, he got stuck six or seven times on the expressway and on other roads. Drivers began helping each other shovel and push, he said, but to no avail. He finally gave up and spent the night in his car on a local thoroughfare, only about two miles from his home.

"I could run my car and keep the heat on and listen to the radio a little bit," he said.

He walked home around at 8 a.m., leaving his car.

Late-shifters including Wayne Jingo had little choice but to risk it if they wanted to get home. By early afternoon, he'd been stuck in his pickup truck alongside the Long Island Expressway for nearly 12 hours.

He'd left his job around midnight as a postal worker at Kennedy Airport and headed home to Medford, about 50 miles east. He was at an exit in Ronkonkoma — almost home — around 1:45 a.m. when another driver came barreling at him westbound, the wrong way, he said. Jingo swerved to avoid the oncoming car, missed the exit and ended up stuck on the highway's grass shoulder.

He rocked the truck back and forth to try to free it, but it only sank down deeper into the snow and shredded one of his tires. He called 911. A police officer came by at 9:30 a.m. and said he would send a tow truck.

At 1 p.m. Saturday, Jingo was still waiting.

"I would have been fine if I didn't have to swerve," he said.

In Middle Island, a Wal-Mart remained unofficially open long past midnight to accommodate more than two dozen motorists who were stranded on nearby roads.

"We're here to mind the store, but we can't let people freeze out there," manager Jerry Greek told Newsday.

Officials weren't aware of any deaths among the stranded drivers, Cuomo said. Suffolk County police said no serious injuries had been reported among stuck motorists, but officers were still systematically checking stranded vehicles late Saturday afternoon.

While the expressway eventually opened Saturday, about 30 miles of the highway was to be closed again Sunday for snow removal.

Susan Cassara left her job at a Middle Island day care center around 6:30 p.m., after driving some of the children home because their parents couldn't get there to pick them up.

She got stuck on one road until about 2:30 a.m. Then a plow helped her get out — but she got stuck again, she said. Finally, an Army National Guardsman got to her on a snowmobile after 4 a.m.

"It was so cool. Strapped on, held on and came all the way here" to the makeshift shelter at the Brookhaven Town Hall, she said. "Something for my bucket list."

LAPD Reopens Case of Suspected Cop-Killer's Firing













The Los Angeles Police Department announced today it will reopen the case of the firing of Christopher Dorner, but said the decision was not made to "appease" the fugitive former cop suspected of killing three people.


Dorner, a fired and disgruntled former Los Angeles police officer, said in the so-called "manifesto" he released that he was targeting LAPD officials and their families and will keep killing until the truth is known about his case.


"I have no doubt that the law enforcement community will bring to an end the reign of terror perpetrated on our region by Christopher Jordan Dorner and he will be held accountable for his evil actions," LAPD Chief Charlie Beck said in a statement released tonight.


He spoke of the "tremendous strides" the LAPD has made in regaining public trust after numerous scandals, but added: "I am aware of the ghosts of the LAPD's past and one of my biggest concerns is that they will be resurrected by Dorner's allegations of racism within the Department."


To do that, he said, full re-investigation of the case that led to Dorner's firing is necessary.


"I feel we need to also publicly address Dorner's allegations regarding his termination of employment, and to do so I have directed our Professionals Standards Bureau and my Special Assistant for Constitutional Policing to completely review the Dorner complaint of 2007; To include a re-examination of all evidence and a re-interview of witnesses," he said. "We will also investigate any allegations made in his manifesto which were not included in his original complaint.

As police searched for Dorner today in the San Bernardino Mountains, sources told ABC News that investigators found two AR-15 assault rifles in the burned-out truck Dorner abandoned.


The truck had a broken axle, which may be the reason he decided to set fire to it, the police sources said.


A man identifying himself as Dorner taunted the father of Monica Quan four days after the former LAPD officer allegedly killed her and just 11 hours after he allegedly killed a police officer in Riverside, Calif., according to court documents obtained by ABC News


A man claiming to be Dorner called Randall Quan and told him that that he "should have done a better job of protecting his daughter," according to the documents.


In his 6,000-word "manifesto," Dorner named Randal Quan, a retired LAPD captain and attorney who represented him before a police review board that led to Dorner's dismissal from the force.


"I never had an opportunity to have a family of my own, I'm terminating yours," Dorner wrote, and directed Quan and other officials to "[l]ook your wives/husbands and surviving children directly in the face and tell them the truth as to why your children are dead."


Monica Quan and her fiancé Keith Lawrence were gunned down last Sunday in their car in the parking of their Irvine, Calif., condominium complex. Both were struck with multiple gunshot wounds.


The call, according to court records, was traced to Vancouver, Wash., but law enforcement officials do not believe Dorner was there at the time at the call.


Dorner is believed to have made the call early Thursday afternoon, less than half a day after he is suspected of killing a police officer and wounding two others early that morning, sparking an unprecedented man hunt involving more than a thousand police officers and federal agents spanning hundreds of miles.

(CNN) -- Now that President Obama has taken a public stand on the warlords and militia gangs tyrannizing DR Congo, there is a sense that the next chapter in the human tragedy that has been raging there over the past decade and half is about to be written -- or so we can hope.


In the DRC -- Africa's largest sub-Saharan country -- invasions, proxy wars and humanitarian crises have senselessly shut down millions of lives, displaced millions more from their homes and left countless women and young girls brutally raped with the world barely raising an eyebrow.


The latest murderous attempt by the M23 militia gang to besiege Goma, the strategic regional capital of Congo's eastern province of North Kivu, seems to have backfired.

The United Nations says Rwanda has helped to create and militarily supported M23. Although Rwandan President Paul Kagame denies backing M23, the accusation has taken off some of the international gloss he had long enjoyed in the West, and precipitated cuts and suspension of aid money that goes directly to the Kagame regime by the Netherlands, Sweden, Germany, Britain and the European Union.


The United States, which gives no money directly to the Rwandan government, suspended its military aid. In a baffling expression of a refinement of the U.S. position, President Obama made a rare telephone call to Kagame to emphasize "the importance of permanently ending all support to armed groups in the DRC." That set a firm red line on the situation in that region, the first one by President Obama since becoming president in 2008.

This was certainly right and good. Kagame is no fool; the diplomatic but emphatic content of that telephone call, monitored by White House's National Security staff and published thereafter for public consumption, speaks volumes. He clearly understood the implicit threat. But it was not good enough.


Left unsaid is that withholding aid money that goes directly to the Kagame regime has not changed many realities on the ground -- a painful reminder of the limits of what previous half-hearted, ambivalent international attempts to halt the crisis in that country had achieved.


However, the situation is not hopeless. President Obama can help to halt the wars engulfing the Congo. It is both economically and politically affordable.


Here is my suggestion -- a three-point road map, if you like, for President Obama, should he choose to put the weight of the United States squarely on the side of the Congolese and engage much more robustly to help end the world's bloodiest war and human tragedy.

1. Changes in Kinshasa


If we are to be blunt with ourselves, Congo's major problem today -- the chief reason that country remains on its knees -- is its president Joseph Kabila. Paul Kagame is just a symptom, at least in theory.


The crisis of leadership in the capital Kinshasa, the disastrous blend of lack of political legitimacy and moral authority, mixed with poor governance and vision deficiency, then compounded with dilapidated state institutions, has become the common denominator to the ills and wrongs that continues to overwhelm the Congo.


In other words, peace will never be secured in Congo, if the moribund status quo is still strutting around Kinshasa.


Obama's minimum objective in regard to ending the wars and human tragedy engulfing the Congo should be to push for changes in Kinshasa. He must make this one of the "10 Commandments" of the Obama Doctrine.


Circumstances demand it to re-energize Congo's chance of success and to enable the renaissance of a "New Africa." And given the effects of Congo's mounting death toll and the speed at which HIV/AIDS is spreading because of the use of rape as a weapon of war, the sooner the better.


2. Keep Kagame in the naughty corner


The wars and human tragedy engulfing the Congo have many fathers and many layers. Rwanda, and to some extent Uganda -- run by Africa's two dearest autocratic but staunchly pro-American regimes -- are, as they have been many times in the past, despite their denials, continuing to provide support to warlords and militia gangs terrorizing the Congolese people.


This is not an apocryphal claim, it's an open secret in Kinshasa, Kampala and Kigali as much as it is in Washington or White Hall, and as real as Charles Taylor's role in Sierra Leone or Iran's support to Hezbollah.



If President Obama is remotely serious about saving lives in Congo, then fracturing Rwanda's ability to directly or indirectly harbor warlords ... is critical.

Indeed, reporters across Congo and across the region would testify to this. Kigali has been, one can safely argue, the sole shareholder in the M23 militia gang -- and its elder sisters CNDP and RCD-Goma.


It cannot wash its hands in Pontius Pilate fashion of either the ICC-wanted M23 warlord Bosco Ntaganda, also known as The Terminator, or Laurent Nkunda, who is wanted by the Congolese government for war crimes and is under house arrest in Kigali.

If President Obama is remotely serious about saving lives in Congo, then fracturing Rwanda's ability to directly or indirectly harbor warlords, support militia gangs, militarize or ethnicize the wars in Congo for control of Congo's easily appropriable but highly valuable natural resources is critical, however politically disgruntling it may be to some in the State Department.


It would reduce the scale, scope and intensity of the killing, raping and uprooting of the Congolese, it would crush Kinshasa's ability to use external support to warlords and militia gangs as an alibi for a lack of progress and, above all, decrease the growing unease of the Congolese towards Rwanda over the crimes of FDLR and the role played by their government in Congo.


3. FDLR


The continued existence in Congo of FDLR, a Rwandan militia gang made up largely of Hutus -- whose leadership took part in the 1994 genocide of Tutsi -- remains one of the most persistent and serious threats to stability in Congo and the region.


Addressing this crisis is of significant importance from both a political and humanitarian viewpoint.


Though there are no definitive statistics on the exact numbers of FDLR fighters, the good news is that experts tell us that the vast majority of its rank and file are in their 20s and early 30s, which means they were too young to have taken part in the genocide in 1994.


The United States, together with the U.N., the EU and African Union, should appoint a special envoy for the African Great Lakes region to midwife a conducive political arrangement in Kigali that could see them returning home -- and see their leaders and fundraisers in Europe arrested.

In letter, Sue Paterno defends late husband

STATE COLLEGE, Pa. Breaking more than a year of silence, Sue Paterno is defending her late husband as a "moral, disciplined" man who never twisted the truth to avoid bad publicity.

The wife of the former Penn State coach is fighting back against the accusations against Joe Paterno that followed the Jerry Sandusky scandal. Her campaign started with a letter sent Friday to former Penn State players.

She wrote that the family's exhaustive response to former FBI director Louis Freeh's report for the university on the Sandusky child sex abuse case will officially be released to the public at 9 a.m. Sunday on paterno.com.

Freeh in July accused Joe Paterno and three university officials of covering up allegations against Sandusky, a retired defensive coordinator. Less than two weeks later, the NCAA levied unprecedented sanctions on the program that Joe Paterno built into one of the most well-known in college football.

"When the Freeh report was released last July, I was as shocked as anyone by the findings and by Mr. Freeh's extraordinary attack on Joe's character and integrity. I did not recognize the man Mr. Freeh described," Sue Paterno wrote. "I am here to tell you as definitively and forcefully as I know how that Mr. Freeh could not have been more wrong in his assessment of Joe."

The family directed its attorney, Washington lawyer Wick Sollers, to assemble experts to review Freeh's findings and Joe Paterno's actions, Sue Paterno wrote.

She did not offer details on findings in the letter, "except to say that they unreservedly and forcefully confirm my beliefs about Joe's conduct.

"In addition, they present a passionate and persuasive critique of the Freeh report as a total disservice to the victims of Sandusky and the cause of preventing child sex offenses," Sue Paterno wrote.

Sue Paterno said neither Freeh's report, nor the NCAA's actions, should "close the book" on the scandal.

"This cannot happen," she wrote. "The Freeh report failed and if it is not challenged and corrected, nothing worthwhile will have come from these tragic events."

In a statement released through a spokesman, Penn State called Sue Paterno "an important and valued member of the Penn State community.

"We have and continue to appreciate all of her work on behalf of the university," the school said. "She has touched many lives and continues to be an inspiration to many Penn Staters."

The Associated Press left messages Friday for representatives for Freeh.

Sandusky's arrest in November 2011, triggered the sweeping scandal, including the firing of Paterno and the departure under pressure of Graham Spanier as president days later. Prosecutors filed perjury and failure to report charges against former athletic director Tim Curley and retired vice president Gary Schultz.

Sandusky, 69, was sentenced last fall to at least 30 years in prison in after being convicted in June on 45 criminal counts. Prosecutors said allegations occurred on and off campus.

"The crimes committed by Jerry Sandusky are heartbreaking," Sue Paterno, who has five children and 17 grandchildren, wrote. "It is incomprehensible to me that anyone could intentionally harm a child. I think of the victims daily and I pray that God will heal their wounds and comfort their souls."

Freeh released his findings the following month. His team conducted 430 interviews and analyzed over 3.5 million emails and documents, his report said.

"Taking into account the available witness statements and evidence, it is more reasonable to conclude that, in order to avoid the consequences of bad publicity, the most powerful leaders at Penn State University — Messrs. Spanier, Schultz, Paterno and Curley — repeatedly concealed critical facts relating to Sandusky's child abuse" from authorities, trustees and the university community, Freeh wrote in releasing the report.

Less than two weeks later, Penn State hastily took down the bronze statue of Paterno outside Beaver Stadium. The next day, the NCAA said Freeh's report presented "an unprecedented failure of institutional integrity leading to a culture in which a football program was held in higher esteem."

Blizzard Drops 2 Feet of Snow on Northeast













A behemoth storm packing hurricane-force wind gusts and blizzard conditions swept through the Northeast overnight, where more than 650,000 homes and businesses in the densely populated region lost power and New Englanders awoke Saturday to more than 2 feet of snow.



More than 34 inches of snow fell in Hamden in central Connecticut, and an 82-mph wind gust was recorded down the coastline in Westport. Areas of southeastern Massachusetts, Rhode Island and New Hampshire notched at least 2 feet — with more falling. Airlines scratched more than 5,300 flights through Saturday, and the three major airports serving New York City as well as Boston's Logan Airport closed.



Flooding was also a concern along the coast, and the possibility led to the evacuation of two neighborhoods in Quincy, Mass., said Fire Deputy Gary Smith.



All roads were ordered closed Saturday in Connecticut, where the storm made travel nearly impossible even for emergency responders who found themselves stuck on highways. In Maine, officials said numerous vehicles, including several state police cars, were also stuck in deep snow and warned stranded drivers to expect long waits for tow trucks or other assistance.



Even the U.S. Postal Service closed post offices and suspended mail delivery Saturday in New England.








Blizzard 2013: Boston Families Brace for Extreme Weather Watch Video








The wind-whipped snowstorm mercifully arrived at the start of a weekend, which meant fewer cars on the road and extra time for sanitation crews to clear the mess before commuters in the New York-to-Boston region of roughly 25 million people have to go back to work. But halfway through what had been a mild winter across the Northeast, it also could mean a weekend cooped up indoors.



A little more than 11 inches fell in New York City, where carpenter Kevin Byrne was using a scraper to dig out his car Saturday and was relieved the storm hadn't hit the city more strongly. He said he'd taken his shovel out of his car and left it at home.



"I wasn't prepared. ... But was anybody prepared? The last two winters have been so mild," he said. "I've been meaning to buy a salt spreader all winter long, but I just kept putting it off."



Nearly 22 inches of snow fell in Boston and up to 3 feet was expected, the National Weather Service said, threatening the city's 2003 record of 27.6 inches. In the heavily Catholic city, the archdiocese urged parishioners to be prudent and reminded them that, under church law, the requirement to attend Sunday Mass "does not apply when there is grave difficulty in fulfilling this obligation."



Early snowfall was blamed for a 19-car pileup Friday in Cumberland, Maine, that caused minor injuries. In New York, hundreds of cars got stuck on the Long Island Expressway on Friday, and dozens remained disabled early Saturday as police worked to free them.



About 650,000 customers in the Northeast lost power during the height of the snowstorm, most of them in Massachusetts and Rhode Island. The Pilgrim Nuclear Power Plant in Plymouth, Mass., lost electricity and shut down Friday night during the storm. Authorities say there's no threat to public safety.



At least four deaths were being blamed on the storm, three in Canada and one in New York. In southern Ontario, an 80-year-old woman collapsed while shoveling her driveway and two men were killed in car crashes. In New York, a 74-year-old man died after being struck by a car in Poughkeepsie; the driver said she lost control in the snowy conditions, police said.
